Preheat oven to 350 degrees. Grease a 9 by 13-inch pan with cooking spray. In a large bowl, combine eggs, salsa, and cheddar cheese. Spread the egg mixture in prepared pan. Bake for 15 to 18 minutes until set. Microwave for 1 minute. Evenly spread beans over baked eggs. Mix together sour cream, milk, and salt; spread over the bean layer. In diagonal rows across the top of the dish, alternate rows of tomatoes, scallions, olives, and cilantro; repeat until dish is covered. Serve with tortilla chips.
